They can be summarized as follows:
As the US and China compete for leadership in biotechnology, companies on both sides are increasingly caught between two tightening sets of rules. In Washington, the BIOSECURE Act is now law, and the proposed Biotech Investment National Security Act (BINSA) could subject the booming licensing deals with Chinese biotechs, worth a record US$137 billion in 2025, to new outbound investment controls. Beijing has responded with its own rules that curb offshore deal structures and penalise firms that comply with foreign restrictions. Singapore has emerged as a possible safe haven, a neutral base where companies such as WuXi Biologics and Biosyngen have set up to hedge their risks. Yet Southeast Asia itself may become a new arena for this great-power rivalry.
In this session, Mr. Toh Han Shih who has been reporting closely on these developments, will discuss what the regulatory crossfire means for biotech firms, investors and Singapore’s role in the region.
